Webinar – Coal Combustion Residuals: Past, Present and Future Series – Part 1: Coal Combustion Residuals – How Did We Get Here? – July 17, 2018 from 1:00 pm to 2:30 pm

This webinar will kick off with the presentation of an abbreviated history behind the development of regulation of coal combustion residuals that led to the cornerstone development of the April 17, 2015 federal rule that established minimum standards for regulated coal combustion residuals.  Additional material will cover the subsequent intervening events that lead to a federal act to facilitate state oversight and site-specific tailoring.  This ultimately has brought US EPA to subsequent rulemaking requesting comments on further tailoring that was closed to comment on April 30, 2018.  Subsequently, owners and operators and states have transitioned from compliance milestones to continued implementation of the rule under state or federal oversight.  Speakers will cover state strategies and EPA’s process for implementing state and federal requirements.  Finally, the series will end with contrasting technical requirements in the rule against other state and federal regulatory programs.  In addition there will be a discussion on what efforts are underway to bridge the gap through state authorizations, on-going rulemaking to incorporate flexibilities, and technical approaches.
